Telegraph Seals have been listed by Kehr in his 1962 Catalog as Type XII. They come in three colors and are listed in the Kehr 1962 and 1984 Catalogs as:

808 Black on rose
808a Black on blue and
808b Black on green

Kehr describes these as follows: “Inscribed ‘ADMINISTRATION IMPERIALE DES TELEPHONES ET POSTE’ around outer circle. In centre is a large crescent and Arabic equivalent of the French inscription. This was used exclusively as a seal on important letters of the PTT administration. It is listed here as a matter of record.”
